Can I hug Ash? Yeah, sure, just don't expect Ash to reciprocate easily unless you're a pokemon or his mother
Can I ruffle his hair? Go ahead. Just mind the hat.
Can I prank/tease him? Sure
Can I kiss him on the cheek? It'll weird him out even more than hugs but yeah sure. Mind you, you'll have to get close enough to do that first.
Can I kiss him on the mouth? He'll freak out completely and back off - Pikachu may try and thunderbolt you - and he'll definitely be angry/disgusted.
Can I punch him/kick him/ get into a fight with him? Go ahead. But his pokemon may try to interfere and some pokemon in particular(Infernape, Sceptile etc) will attack with the attempt to maim/seriously harm. It usually will be Pikachu doing the defending though
Can I kill him?  Please talk to me first
What shouldn't I mention around him: Mentioning anything around him is fine and he's so oblivious that anything relating to sex and romance will go straight over his head, so.
Bodyswap/Magical Voodoo stuff/etc etc:  Not without permission
